At its meeting on December 18, 2025, the Grömitz Municipal Council adopted a new spa tax ordinance. It has been published on the Grömitz municipal website, www.groemitz.eu.

Here are the most significant changes:

Tax rates

Section 5, Paragraph 1(b) and (c) of the bylaws specify the new fee rates for the Grömitz/Lensterstrand areas:

High season (April 1 – October 31 & December 25 – January 3): €4.00

Annual Ostseecard: €112.00

Off-season (Nov. 1 – Dec. 24 & Jan. 4 – Mar. 31): €2.50

The tax rates for resort areas will change as follows:

High season (April 1 – October 31 & December 25 – January 3): €2.50

Annual Ostseecard: €70.00

Off-season (Nov. 1 – Dec. 24 & Jan. 4 – Mar. 31): €1.80

Section 5, paragraph 2 of the bylaws specifies the new rates for the daily visitor’s fee and the late registration fee:

Daily spa tax during peak season (April 1 – October 31 & December 25 – January 3): €4.00

Late-season ticket: €8.00

The off-season rates are as follows:

Daily spa tax (off-season: Nov. 1 – Dec. 24 & Jan. 4 – Mar. 31): €2.50

Additional fee (off-season): €5.00

Obligations and Liability of Accommodation Providers

Section 10, Paragraph 3, Block 3 of the Articles of Association describes the transition to a fully digital application process for the Ostseecard, effective January 1, 2026.

Every accommodation provider is required to register each guest subject to the visitor’s tax via the online procedure. The online procedure is mandatory for all accommodation providers. An Ostseecard must be issued to every guest (including children). When registering via the online procedure, the guest’s first and last names, arrival and departure dates, home address, and nationality must be entered. The Ostseecard can be issued in paper and/or digital form. A personal email address of the person(s) is required for the digital transmission of the Ostseecard. The foreign guest must also sign the registration by hand or electronically to confirm the accuracy of the information. A foreign guest is anyone who does not hold German citizenship.

Each accommodation provider will receive login credentials for a third-party service and print templates for the Ostseecard from the Grömitz Tourism Service. These login credentials must be treated as confidential and must not be made available to or disclosed to unauthorized persons. If there is any suspicion of misuse, the Grömitz Tourism Service must be notified immediately.

Using these login credentials, the accommodation provider can enter, create, manage, and process payments online (for registrations and Ostseecards) using their own internet-enabled personal computer or similar device and their own printer.

The data collected online is transmitted by the third-party provider to the Grömitz Tourism Service in encrypted form and in compliance with applicable data protection regulations.

When data is collected via the Grömitz Tourism Service’s online system, the reporting requirement is met by ensuring that the data is transmitted to the Grömitz Tourism Service immediately, or no later than the day after the guest’s arrival.  

Upon written request, the Tourism Service may waive the requirement to submit registrations online in order to avoid undue hardship and may exempt individual accommodation providers from this obligation.

Every accommodation provider who is exempt from the requirement to use the online procedure is obligated to issue an Ostseecard to every guest aged 18 or older who is subject to the tourist tax, and to enter—or have entered—the first and last name, date of arrival and departure, home address, and nationality on the Ostseecard registration form and to submit the copy intended for the Grömitz Tourism Service to the Grömitz Tourism Service within five business days following the date of departure of the person subject to the tourist tax. The foreign guest must sign the Ostseecard application form in person to confirm the accuracy of the information. A foreign guest is defined as anyone who does not hold German citizenship.

At its meeting on December 19, 2024, the Grömitz Municipal Council adopted a new spa tax ordinance. It was published on December 20, 2024, on the Grömitz municipal website, www.groemitz.eu.

Here are the most significant changes:

Tax rates

Section 5, Paragraph 1(b) and (c) of the bylaws specify the new fee rates for the Grömitz/Lensterstrand areas:

High season (April 1 – October 31): €3.50

Annual Sea Card: €98.00

The tax rates for the off-season and resort areas remain unchanged.

 

Section 5, paragraph 2 of the bylaws specifies the new rates for the daily visitor’s fee and the late registration fee:

Daily spa tax during peak season (April 1 – October 31): €3.50 (the discount after 3:00 p.m. does not apply)

Late-season ticket: €7.00

The off-season rates remain unchanged.

 

Obligations and Liability of Accommodation Providers

Section 10, Paragraph 3, Block 3 of the Articles of Association describes the transition to a fully digital application process for the Ostseecard, effective January 1, 2026. Further information on this will be provided in the course of 2025.


Changes to the Federal Registration Act effective January 1, 2025

As you may have already heard in the news, the registration requirement for domestic travelers will be abolished starting in 2025. The registration requirement for foreign guests will remain in effect.


What does this change mean for you?

The obligations for accommodation providers set forth in the spa tax ordinance remain in effect; in other words, registration for the Ostseecard is still required. The only change is that guests are no longer required to sign in (except for foreign travelers).

For the general use of all hosts in the Grömitz municipal area, the official 2026 seasonal periods and minimum stay requirements from the Grömitz Tourism Service’s Central Room and Apartment Reservation Service are available here.

Please use these for your accommodations to ensure that standardized seasonal periods are adopted as widely as possible in the Baltic Sea resort of Grömitz. Standardized seasonal periods make it easier for our guests to navigate price lists, both online and in catalogs.

The construction, acquisition, expansion, maintenance, and administration of public facilities provided for spa and recreational purposes; the upkeep of the beach, spa promenade, and grounds; lifeguard and safety services at the beach; the services of the Grömitz Tourism Service; the extensive program of events for all ages; and much more cost a great deal of money.

The proceeds from the Ostseecard are used to fund facilities and services in Grömitz that are not typically found in a comparable town of about 7,500 residents, but which specifically benefit our guests.

All rights and obligations of guests and accommodation providers are governed by the regulations governing the collection of a visitor’s tax in the municipality of Grömitz.
